Human Resources Strategy for Researchers (HRS4R)
The Human Resources Strategy for Researchers (HRS4R) was created by the European Commission to support institutions in the process of implementing the principles of the European Charter & Code for Researchers within their researchers´ recruitment practices and policies.
This label, HR Excellence in Research, identifies institutions and organizations that foster and promote the researchers´ careers in a favourable working environment and with favourable working conditions.


Adhered to the principles
In December 2022, the Primary Health Care Biosanitary Research and Innovation Foundation (FIIBAP) of Comunidad de Madrid, formally adhered to the principles of the Charter and Code, with the aim of implementing its policies and practices, and creating the FIIBAP´s HRS4R Committee.
This Committee participated in the development of the Organizational gap analysis and action plan, through an inclusive and open process with the institution’s staff. During this process, the main deficiencies and areas for improvement were identified in accordance with the recommendations of the European Commission, resulting in the definition of an action plan to implement measures aimed at facilitating a suitable working environment that promotes equal opportunities, ethical integrity and work-life balance, as well as facilitating increasingly favourable conditions for the development of a scientific career.
The actions defined in the Action Plan are aligned with the strategic lines of FIIBAP, mainly with the promotion of clinical and epidemiological research in health sciences and with the promotion of the participation of professionals and citizens with the proposal to contribute to an integrated model of excellence. FIIBAP promotes human resources through the strategic axes and plans defined in the institution’s Research Strategy. FIIBAP promueve los recursos humanos a través a través de los ejes estratégicos y planes definidos en la Estrategia de Investigación de la institución.
